Missouri DeafBlind
Support Service Provider (SSP) Program
Empowering Independence. Expanding Access.
About the Program
The MO DeafBlind Program was established in 2017 through state appropriations and is overseen by the Missouri Commission for the Deaf and Hard of Hearing (MCDHH). It is a grant-funded initiative designed to address the unique needs of DeafBlind Missourians by providing SSP training, direct support services, and scholarships that promote independence and community engagement.
DEAF, Inc. serves as the program administrator, coordinating statewide services and training for both DeafBlind individuals and SSPs. The program offers guided support, empowering DeafBlind individuals to make informed decisions, navigate their environments, and fully participate in community life. Through this model, the program advances access, autonomy, and self-determination across Missouri.
What is DeafBlindness?
DeafBlindness refers to a combined loss of hearing and vision that significantly affects communication, mobility, and access to information. Each person who is DeafBlind experiences it differently and may use a variety of tools, strategies, and supports tailored to their needs.
What are Support Service Providers (SSPs)?
SSPs are trained individuals who offer visual environmental access and guided support to people who are DeafBlind. SSPs do not make decisions for the individual but follow their direction. With SSP assistance, DeafBlind individuals can navigate everyday activities—such as errands, social outings, and recreational events—with greater independence and confidence.
